Tomorrow's EU Agenda: Global Outreach and Strategic Security — 22/07/2026

21 July 2026·3 min read

Brussels goes global tomorrow as Kaja Kallas heads to Manila, MEPs land in Beijing and Washington, and the Commission focuses on internal security and youth engagement.

On July 22, the European Union's institutions are characterized by a massive geographical spread, with parliamentary delegations scattered across four continents and the Commission's top diplomat pivoting toward Southeast Asia. While the Irish Presidency manages the legislative engine in Brussels through technical working groups, the political weight is largely focused on external relations, housing policy, and internal security strategies.

European Parliament Committees

Though the plenary is not in session, MEPs are active globally through various committee delegations:

  • Foreign Affairs (
AFET): A high-profile mission to Beijing and Shanghai continues, focusing on the war in Ukraine, Indo-Pacific security, and supply chain dependencies.
  • Economic and Monetary Affairs (
  • ECON) & Constitutional Affairs (AFCO): Both committees are in the USA. ECON is focused on financial policy in Washington D.C., while AFCO examines Supreme Court jurisprudence and UN-level AI governance.
  • Housing Crisis Special Committee: MEPs are in Helsinki and Riga to study social housing success stories and sustainable construction.
  • Human Rights (DROI): The delegation in Cairo concludes discussions on civil liberties and refugee protection.
  • Andean Community (DAND): Members are in Bolivia visiting EU-funded sustainability projects in La Paz and Uyuni.
  • Agriculture (
  • AGRI): A mission to the Azores, Portugal, inspects local production and rural development.

    Council of the European Union

The Council remains in a preparatory phase under the Irish Presidency:

    • Preparatory Bodies: Various working parties are meeting in Brussels to advance legislative files, ensuring the technical groundwork is laid for upcoming ministerial sessions under the new presidency's priorities.

    European Commission

The Commission's agenda features a mix of high-level diplomacy and stakeholder engagement:

    • High Representative Kaja Kallas: Co-chairs the ASEAN Post-Ministerial Conference in Manila, Philippines, accompanied by a series of bilateral meetings with regional foreign ministers.
    • Internal Security: The Security College of Commissioners meets in Brussels to refine internal and external security strategies.
    • Youth Engagement: President von der Leyen and Commissioner Glenn Micallef host the 2nd Youth Advisory Board meeting to integrate younger perspectives into EU policymaking.
    • Strategic Meetings: EVP Raffaele Fitto meets the UN Envoy on Cyprus, while EVP Roxana Mînzatu discusses labor policy with Spain's Yolanda Díaz.
